Provides specialized technical support and solutions for operations/maintenance and project. Understands and implements Most Effective Technology (MET), work process, tools and industry best practices /codes for fixed asset inspection and repair to meet compliance and reliability target.

Responsibilities / Duties

  • Work with the team to identify the fixed asset to be registered per regulation and Dow internal mechanical integrity program, maintain all applicable information updated.
  • Work with reliability engineer to identify the critical equipment with the toolbox and help to develop ERS as necessary.
  • Facilitate FMEA or corrosion study for fixed equipment to identify the damage mechanism and failure modes.
  • Create inspection plan per FMEA/corrosion study/ ERS and manage the interval or inspection plan for the continuous improvement as need.
  • Review the inspection plan in SAP and ensure not overdue to meet bother internal and external compliance requirement; develop and implement Inspection & Test plan and select the proper inspection technology for the damage mechanisms.
  • Communicate the inspection results to the stakeholders in time, take different approaches to solve the issues identified during the inspection including the deficiency management/life evaluation/fitness for service and inspection interval management.
  • Provides technical expertise to plant personnel on troubleshooting failures, repairs, and evaluating whether equipment is designed to meet its intended or existing service conditions.
  • Monitor fixed asset metrics, lead or participate the fixed asset related failures investigation, follow up on corrective and preventative actions to improve overall fixed asset performance.
  • Support project on fixed asset design\ shop inspection\protection and initial installation inspection check and equipment identification& registration as need; work with reliability engineer/maintenance repsentative for spare parts screening and preparation.
  • Be responsible for the document management following regulation and internal mechanical integrity management program requirement.

Knowledge, skills and abilities required for success

  • Demonstrated cross-functional cooperation skill and leadership abilities;
  • Good communication and inter-personal skills, can proactively or cooperate cross-function team to solve tough issues facing;
  • Capability to apply industrial and internal practices on inspection /repair proposal;
  • Knowledge on China GB and TSG rules/ASME Code/API criteria specified for vessel/piping fabrication and inspection;

Required Qualifications:

  • A minimum of bachelor’s degree in mechanical/ material/process engineering is required.
  • Minimum 10 years operation &maintenance related experience in chemical plants;
  • API 510&570&653 certification is plus.
